Do you have your keys locked ? my E200 called people as well this was due to a sticky key which when the phone was not keylocked called the last called number :D As soon as i had cleaned the phone the problem was gone ;)

do you think its possible i have a virus that calls people labeled "dad" and dials it automatically?? because my dad is not the last person i called but it seems to always call my dad lol

Despite the phone running "Windows" it is not a cesspool of viruses as some think. In fact, to date, I do not believe there have been any WM viruses found to actually be propogating in the wild.

Do you have "Dad" bound to a speed dial key? If your keys are unlocked it would not be unusual for you to accidentally call a speed dial entry. Alternitively, the people toward the top of your contacts, where "Dad" might be, would be good targets for accidental dialing. I try to make it habbit to hold down the "Hang up" button EVERY time I am done with the phone just to make sure the keys are locked when I want them to be.

As for the static when the phone rings, that seems an unrelated problem. I don't really know what the problem might be there.
