Homescreen and theme installation?

Hello.

I just took this phone over from a friend of mine, and he wasn't into much customization. I have gone through and pulled down some homescreens and such, but many of them have .xml files and .cab installers and the like...I can't seem to find a thread that will help me understand where to copy these files to in order for everything to look right.

I'm in the US if that helps any.
