How Do I Download Certain Files to My Smartphone?

I am trying to find out how to download an install a .cab file onto my phone. I can save it on my computer, but I cannot find it to move it to my phone. Can someone please help.

Use the Explore option on the Active Sync - it will open up the windows explorer & folders of your phone - u can choose to download it & save it either on the Phone Storage or if u have a storage card.
