Can't change sounds for phone or notifications

It's really annoying ...I have tried everything to fix this problem.

After a hard-reset and a clean set-up I can access:

Start->Phone->Menu->Options menu

and

Start->Settings-Sounds & Notications->Notifications tab

both OK. But after a while I can no longer access either to make any changes. If I select the option it slows the device down to a crawl ending up with a soft-reset but this makes no difference either.

Has anyone else had this problem? I have also tried a clean setup with just the vanilla OS and no i-mate extended_rom customisation or applications.
