How to install a program to a smartphone?

Hey Everyone!

I want to install some programs to my phone. I have found a lot of them, but I can't find way to install them. Sometimes they have files _setum.xml. When I tried to make a shortcut to them and run nothing happened.

How Can I install exe files and generally how to run something not using the shortcuts?

Maybe this problem was already on forum, but I tried, and I can't find it
