fast scroll app

I wonder if there is a application that enables fast scrolling of pages?

It takes eons to scroll a big webpage or ebook with my qtek8310.

Ideal would be a app that funtion like this:

one press on the joystick makes the page scroll normal speed, two press and hold makes the page scroll twice the speed or "pagejump".
