It's probably something with the Rogers network, OR with Windows Mobile .. coz I have had the "problem" with my Neonode, as well as with Qtek 8310.

I have the same thing with Fido network. I have the same roaming icon with a little 'G' beside it. Were you able to connect using GPRS and Dialup ? i am not.

My Qtek 8300, always displays Roaming Icon, eventhough I'm in a home (Rogerrs) network.

Most likely the roaming indicator is a result from Rogers/Fido integration.
