Shortcuts to file AND application to open it?

Can you change the shortcut to define the file to be opened and the application to open it with on the smartphone platform?

I want a shortcut to open a specific application and a specific file, but the file is not normally associated with that application. Any other way to do this?

You can change the file association in the Registry

Probably the easiest way is to use a File Explorer (probably not the built in one though), find the file, choose "Open With" and tell it which app to use
