It's for PPC. There is no one for smartphoen, snes games don't even run properly on our phones people, lets not be over optimistic  :)

Smartphone 2002 - Smartphone

Pocket PC 2002 - PPC

Windows Mobile 2003 - either (in this case it means for PPC!)

Windows Mobile 5 - either

I dont know about this release but I know back in the day when I had a packard bell computer I was able to play snes (full speed) and psx (playable) and n64 (playable). My Packard Bell computer only had a 75mhz processor so I dont know why a 200mhz cpu cant handle it. Though it might be because I ran those emulators under dos. I ran n64 emu using corn which had horrible compatibility, which was close to zero. I used sneese for snes and adripsx for psx. And according to the adripsx site the minimum requirements are pretty low compared to other emus. I dont know anything about hardware or software but if a 75mhz Packard Bell can run at playable speeds shouldnt a 200 mhz or even an overclocked smartphone be able to????

You can't compare processor speeds on different hardware; it's like comparing a 200hp engine on a motorbike to the same engine in a Hummer. A bike with a 75hp engine might be faster than the 200hp tank. All to do with instruction sets, e.g. a RISC PC would take 5 clock cycles to do the same work that could be done in one (longer) cycle on others.
