Qtek 7070 looked on the welcome screen

I have a Qtek 7070 that has worked correctly until now.........

When I turn it off/on it will not go further then the welcome screen (blue screen with the tital Qtek 7070).

Please advise anyone if you know what to do.

How to to a Hard reboot...... or ........any suggestion is better than nothing.

Please help
