is my phone locked? (O2 Xphone II)

Hi all,

need all ur guidance to solve this annoying prob when try to install softwares into my o2 xphone II it always show "fail to install application the file u trying to install isn't valid for this phone" but i get the compatible software already (and already tried hundreds of time and kinds of softwares). is all these mean my phone is application locked???

how to unlock it?
