Microsoft Voice Command-WHY WAS IT NEVER RELEASED?

Does anyone here have any idea why Microsoft elected not to offer Microsoft Voice Command on the Smartphone? My installation disk with my Qtek 8300 says its available. I have heard rumours on the boards of it existing but just don't understand why it was never released?? Does anyone know the mysterious answer to the mysterious question?????? ;)

I dont think i should as im not supposed to have a copy and the mods wont be too impressed.

It doesnt work straight off with a BT Headset but using bluetunes software it will allow you to use it with the software.
