3rd party programs

I have the O2 xda mini s. When i run 3rd party programs it says its uncertifyed app and will not run. is there anyway on turning this cert checking off please help because it is putting a mega downer on me having this device ;)

I have a T-Mobile MDA and it didn't have that problem, but i've heard of people "app unlocking" so I would search for app unlock...
