Looking for a Smartphone emulator...

Hey all,

I've been searching frantically on the net for an emulator for web testing on a smartphone, and have been unsuccessful (I need the emulator to test web surveys and various other web functions). I found the Microsoft SDK, but don't really know how to use it or get the emulator from it--I installed the embedded C++ app and then installed the Windows Mobile 2003 Smartphone SDK, but I have no idea where to go from here to do what I need.

So if ANYONE could help me out with what I have, or what I can download to test web functionality in a Windows Mobile 2003 SMARTPHONE (not Pocket PC) environment, I would greatly appreciate it!
