Does anyone know of a program that allows you to increase the volume of the movie, after converting it (or before)? I know that virtualdub has that capability, but it doesn't seem to support .mp4 files.

If you are using TCPMP, there is a preamp option under Audio where you can increase the preamp level and thereby increase the output volume.
