repllog.exe cannot be loaded?

I wonder if I deleted it during my make space for memory frenzy the other day..

I just found my phone dead with this message and "Call in Progress" after getting a voice mail..Phone never even rang!

How do I fix it? This repllog.exe, does anyone know what it does?

I will probably hard reset the phone soon anyway
