There are many hardware revisions like 3rd generation, 4th, 6th, 8th, 10th generation and I guess they may differ in power consumption. The SIM-Toolkit featured card - at least the 3rd generation one - is said to halve standby time, even with auto switch feature disabled. All these cards are based on atmels and don't support stopping the clock and so the standby time is always likely to be less than that with a 'real' sim card. In reality the difference in power usage isn't likely to be all that noticeable unless you measure an extreme case. The generation just refers to the code on the card. I wouldnt take too much notice of the numbers here, different software exists made by different people and the numbers don't follow much of a logical order - they're just used for marketing purposes. Freeware exists to do exactly the same thing, but it involves ordering a blank atmel 'wafer' for a few pounds, and buying/building the programmer to program it. One word of warning tho, not all sim cards are readable.
