What causes homescreen to scroll?

Can anybody explain as to what may be the issue with my home screen? I set my different plugins to a certain spot on the screen and they are in the right spot, however, certain times the home screen will literally make me scroll down to see a plugin. When scrolling down it moves all of my plugins up, totally messing up the layout. Why is it not appearing in the right spot on the main part and causing me to scroll down? Any ideas?

It'll be to do with the heights of the plugins, if you post some code I can have a look for you. :)

the smart monitor is the one i have to scroll to and the sms plugin is right above it..will that do?
