Watching Videos on your SP. Forgot how to resize.

Hey guys, i bought a new computer and a new smartphone, i dont remember how i was able to resize the videos and place them on my smartphone. I remember that i was able to adjust sound and video quality to save space on the storage card. Can someone point me in the right direction and tell me where to DL the program again?
