The current situation is NO - but Microsoft Live Mobile keeps getting better and I am sure the MS Portrait project (videocalls over low bandwidth) will have given MS a clue how to it. Whether then networks will be happy is another matter! Mind you with HSDPA running at 10mbs within a couple of years, and data prices falling as a) the networks incentivise us to use it and ;) it gets cheaper for networks for cost it internally (after writing off their wasted billions on 3g licences), I would have thought it will become common place to make video calls either over the networks 3g video service or over IM clients over the HSDPA network - and then of course it will all converge and you will be able to use IM on your pc to call HSDPA mobiles and vice versa!
