I was outside of germany and when I

Its seems a network specific feature. I'd always got it on Orange and T-Mobile but now have the O2 branded XDA IQ (Smartphone based on HTC Tornado platform) which instead receives a regular text message announcing voicemails.

Agreed. TMobile in the US, never used that and would send a text message when you had a new vmail. Right after I switched to Cingular a couple of years ago....they switched to using the vmail symbol.
