Easy way to make homescreens?

Is there an easy way to make a homescreen or can someone make one for me? I want a new one, also with the one i have now its wierd, ill look at it and it looks like the homscreen is up too far... so ill have a little bit of black at the bottom, but then ill install a program and it goes to normal and keeps going back and forth, up and down rather...

If you want to create your own homescreens without any xml knowledge you could try Homescreen Designer for Smartphone Version 1.3.2

You could also just go for premade homescreens. I'll throw a few urls here:
