Do all windows smart phones have an IEMI accessable via #06# ?

I just got a T-Mo Dash (aka HTC Excalibur), and I wanted to app unlock it. Is this the right guide to do so on my smartphone? ( http://img230.echo.cx/img230/6825/applicat...nlocking8zp.jpg )

Just wanted to make sure so that I do not screw up the phone. (I may have already by factory resetting when the battery was not full :D )
