The samsung i300 and the samsung i320 have one. Don't think any HTC Smartphone has a flash :)

If the flash on a normal camera phone is anything to go by, I wouldn't expect too much out of them :D

The Q does, but it isn't really a flash. Just a bright light that shines while you take the picture. It doesn't flash, it's a constant bright shining. Agreed though, they aren't really that helpful on phones.
