Backlight time out on an SPV M3100

Please can someone advise?

I have an SPV M3100, and have set the backlight time out to 1min via Start - Settings - System - Backlight - Battery Power

However when it turns the back light off or the SPV is turn off and back on again it re-sets it's self to 10secs.

Has anyone heard of this problem, does anyone have a fix, is there a registry entry I can hack?
