I have the program Homescreen Designer but it seems that it only wants to keep that bottom menu Blue. How can I edit the .XML files so that I can pick and choose the color of thoes buttons.

Just use the attached CAB file. Once installed, go to Start > Settings > Homescreen > Color Settings and choose Black Soft Keys.BlackSoftKeys.CAB
