You need hardware to receive fm broadcasts however you can get digital radio stations using your wifi connection though. Haven't played with that yet though.

u already have the software, its called windows media player,

if you want to listen to a mp3 stream, use gsplayer.

Don't forget unless you use wifi, streaming radio over GPRS uses bandwith so make sure you have a good data package with your phone contract.

If you have TCPMP (coreplayer) installed the best site, hands down, for streaming music is http://shoutcast.com . There are 1000s or commercial-free stations organized by genre.
