Using Dail-Up to avoid paying for MediaNet?

Is it possible for me to use a Dailup connection to Earthlink as my internet connection rather then use ATT's MediaNet so I can avoid paying for DATA.

How can I do this? I tried using Connections to create a Dialup network. but it wont work when I click connect. I even changed my the number to my personal phone number to see if it really does dial. my phone never rang.
