PLEASE HELP WITH XDA MINI

i HAVE AN o2 xda mini with orange sim

can nmake and recieve calls

cannot send or recieve txt, get phone not ready wait 15 seconds

cannot change phone options , get phone not ready wait 15 seconds

cannot change speed dial 1 voice mail number ,, get phone not ready wait 15 seconds

have flashed latest rom from o2 (was that the right thing to do?)

2.21.41. WME

if I can make recieve calls then is the phone unlocked?

any advice appreciated
