What means when a smartphone is unlocked and how i unlock it? Tell me PLS!!!

It means that there is a software lock on your phone to stop you installing programs that are not approved by your network/operator/phone seller.

You can quite easily remove this lock but it is a different process depending on your phone. You do not say which device you own but any SPV can be unlocked at the Orange France site. See this thread :

Otherwise have a look at the other unlocking topics pinned at the top of the Smartphone - General section or in the section for your type of phone. Note this is not the same as 'SIM-unlocking'
