Can the Home Screen Display the City name?

We have seen the Nokia Phones display the city names where the phones are used and this is provided by the Cell Phone Service Provider. Is there any method to display the City names and other channels broadcasted by the service providre onto the Home screen? I have Windows 2003 Smartphone.

Please help me in this. I want to see the names of the City/Area displayed on the home screen. Is there any Plug-in/software available for this?
