Proximity detection using Bluetooth ID and/or WLAN MAC

This is what I want to do....

Scan for bluetooth (and WLAN maybe) devices in range and add them to some kind of database - maybe hijack a field in the contacts such as 'account name' or 'government id'. When this device next comes into range, give a chosen alert.

Do you know of any software that will do this?
