where is IPSMWindowsStart

hello, i'm trying to customize my home screen and some of the icons, and came upon some very informative posts here. a lot of them refer to the IPSMWindowsStart folder but I have no idea where it is. can someone please point it out to me?

\IPSM is the counterpart of \Storage

SP2002 units (e100, Qtek7070, SAP1) = \IPSM\Windows\Start Menu

SP2003/ WM2003SE units (Voyager, C500, Audiovox SMT5600) = \Storage\windows\Start Menu
