How to change icons in the Start Menu and subfolders

Currently the start menu and sub folders display 2 rows of 4 icons at a time. I wish to replace these with smaller icons so I can get 3 rows of 5 icons displayed at a time. How do I go about doing this? I don't care about icons on the home screen since I don't use them.
