active sync and push email

I use push email. With it on, activesync appears to run in the background all the time. is this right or is there a way of setting it to turn off after each sync. at present it is set to sync emails as they arrive. the reason I'm asking is in relation to my post below, and a problem I have with the 10 button 3g comm manager which means that my tytn II won't go to sleep with active sync running anymore!
