Using the outlook calendar to book conference rooms, there have been a number of occasions where rooms have been double booked, generally because someone has set up a repeated booking.

Is there anyway to stop this and/or set up a flagging system that warns the user of this error when they try and input the data?

I thought it does warn you, but I've just tried it and it didn't warn you. Hmm!

Can't find anything in the settings...

it does on an individual basis or if you book an appointment with someone but you cant really book and appointment with a laptop :(

You can setup each of your resources as users, in which case they can be invited to meetings (and can automatically accept meetings, and reject them if already busy)

I have some VB script which checks calendars in Public Folders, and sends an email reminder to the meeting organiser to remind them of the meeting. You could develop it further to alert you/someone to double-bookings if you know a bit of VB Script.

True, but unfortunately after looking at this it would mean re-educating 300plus engineers, (who struggle anyway) how to book a laptop out. not a great thign to be doing....thanks for the help though.
