do i need to upgrade from WNW to get FTP access?

Hi Im on web n walk, trying to test a website via FTP on my laptop, and getting connection error, nothing wrong with my FTP settings as it works fine over wifi network. Do t-mobile block FTP access on the standard W-N-W? Want to try it out before upgrading to check it works. Thanks in advance :(

just upgraded, and still cant ftp (fine over wifi so ftp settings ok)- can someone please advise!!??
