Blackjack II - Do I have to get a data plan?

I am interested in getting a Blackjack II for my AT&T service. I am interested in this phone because of its GPS capabilities, and not really for the mobile internet. My question is can I somehow use the GPS with some kind of downloaded software (ex: google maps) and use my GPS for turn by turn directions without paying any extra per month (no Telenav, no data plan). I think that the first step would be to "unlock" the GPS from using Telenav only? But after that, are there apps that do turn by turn without going on the internet?

Technically it's possible yes, I would venture that the GPS in the BJII might not be the best if that's your primary use of the device...
