Sending AT commands to Smartphones

I'm wondering if it's possible to send AT commands to a Smartphone, and if so, how?

I'm trying to send AT commands from a PC using a terminal application, but have not been successful so far :D

Hmmm, I know that there is sometimes a COM port exposed on device for this purpose, but I don't know of being able to do it from a PC!
