I was just wondering if I buy an "unlocked" smartphone, does that mean that I can access all the programs and applications on it like windows media and internet explorer without having mobile service?

Also, if that's a yes, would I be able to get on the internet with wifi without having any mobile service like at&t, sprint, etc.

Lastly, which smartphones actually allow access to the internet via wifi? I couldn't find any.

You can use EVERY Windows Mobile Smartphone without a simcard inserted. All functions are available (except for calling etc.).

Well, there are quite a few. Let me recommend having a look at pdadb.net.

Oh, alright thanks a bunch, I clicked that link but I couldn't find any smartphones among all the tablets and pocket PCs.
