Moto Q9h and Skype

I'm a Win Mo virgin.

I bought an ATT Moto Q 9h to run Skype mostly for the chat, but also to try VOIP calling when I'm out of the country (USA).

I downloaded the CAB vile from SKype, but the phone just tells me the "install is unsuccessful"

I read Paul's post on the unnlocking and GPS functions--and was unable to get to the web address in the post.

So, I guess the first question is: How do I unlock the phone--it seems that is the barrier to much functionality.
