3GP video converting app @30gps and good audio?

Hi, I've tried 3GP converter and Xilisoft's converter, but I'm not satisfied b/c I would like to have 3GP videos @30fps and with 128kbps audio. Any good apps that can do this? I've searched high and low but couldn't find a good one that can do this. Thanks for any suggestions!
