Smart Tweaker?

I am looking for a smartphone application called Smart Tweaker. I did a search in the download area but couldn't locate it. While I prefer to perform registry edits manually, I thought this application might be a speedy way to implement the more common ones. I am on a Moto Qc running WM6. Can someone supply me with a link? Google wasn't very helpful. Thanks in advance.
