need some guidance with a dvr and phone application

I have a PV-500 DVR and a HTC Mogul PPC-6800 phone. I need an application on the phone that can upload the stream of video being recorded off the DVR to the Internet. Whenever I plug the DVR into my computer the USB port, it goes into USB mode and won't record. I haven't gotten the mini-usb to mini-usb cable to plug it into my phone yet, but I'm assuming the same thing will happen.

I have no clue where to look for someone who can write this app for me or who would know anything about it. I'm willing to pay a decent amount of money for it. Any info would be appreciated. Thanks.
