help on smartphone home screens

hey i was wondering if anyone knew how to install or what program to use to install or where to install all the files, when you download one of the smartphone homescreens ??? please any help would help me out !!

i carry a t-mobile dash, and want new homescreens ...where do i download the files ??? :D
