Help on Chinees Radio, DVD, GPS, BlueTouth

I can't save any thing on root like GARMIN \DATA after i start car data is not there like locked windows how can i deal with that

also i have control pannel in chinees language can't be modified

all masseges in chinees language

how to upgrade the windows mobile

please help me on that
