Now, other handsets at low prices specify you need a monthly plan. This one, although it says 'requires activation' in the URL doesn't say you need to take out a plan, but as it's pre-order I can't be sure of what the final price is. They do sell 'offline' handsets ( inc HTC devices) as well as connected.
