How to do you create program links?

Anyone know how to create program links or short cuts for programs not installed? I have programs that just run off the folder and I want to create short cuts for them but they're not listed in the program list.

you can copy them using the explorer to windows/start menu/programs folder

or use total commander and create shortcut there
