How to make a .cab file?

Sorry if this has been posted or asked many a time but i have used the search function but not found anything that helps. Basically i want to know how i can make a .cab file that will install onto my omnia. I have edited some of the files in the opal commManager cab and wish to turn it back into a .cab file but am unsure how to do this. Hopefully someone here can help me. I've tried using PocketPc Installation Creator but the _setup.xml file it creates is totally different to the original one
