How do you create a cab file

Sorry if this is simple but we need to delete a lock file for our inhouse software off of the xda's we use and Id like to send the cab file out to users and get them to run it.

I have the _setup.xml file as below to delete one file

I have converted the file into a .cab file with the makecab.exe

When I copy the cab to the windows mobile device it says that its not installed successfully............

my question is why ???

Not tried the makecab.exe but as a quick fix have a look at cab-o-matic for a way to make a quick cab file.
